Hi Adam,
like you I’m also a fan of the new SharePoint 2010 rating option.
But currently I’m experiencing problems: I created a brand new site collection, added a document library to the root web … but this document library is missing the rating settings?
I really don’t know why?
Can you imaging why this setting is missing?

Hi Oliver,
I had the same problem and the solution was that I needed to enable the ratings feature for my site collection. From PowerShell the following will do the trick:
Enable-SPFeature -id “915c240e-a6cc-49b8-8b2c-0bff8b553ed3” -Url https://your.sitecoll.url
