Right out-of-the-box with R2 you get Windows PowerShell. However, in order to use the PowerShell scripting editor entitled Windows PowerShell Integrated Scripting Environment, or ISE for short, you have to add it as a feature. Follow the below instructions to access this powerful tool!
Open up Server Manager, right click on Features and select Add Features
Scroll down and select Windows PowerShell Integrated Scripting Environment
Click Next and then Install
Click Close after the installation has succeeded
To open the editor, click the Start Button > All Programs > Accessories > Windows PowerShell ISE
NOTE: Do not run the x86 versions of PowerShell or PowerShell ISE as SharePoint 2010 only functions with the 64-bit versions
